Zaz-Pip menu translation is absent from base.po xlation file

The exact french translation to 'Open Pip' is 'Ouvrir Pip'.

'Zap-pip' is just s good !

'Zap-Pip Proxy settings' dialog title is equally missing from base.PO file

French dlg title should be 'Zaz-PIP Données mandataire (Proxy)'

Note that Proxy dialog labels and messages are still missing in .PO files.

More code change are needed in main.py. I leave it to you.

dependencies tested successfully with 5.2.3, 6.0.1.1, 6.1.2 -> warning window appeared

with 7.2.5 -> installation Ok Thx
